Use section assignments and handoffs to make the next person and next action clear. Review approval status separately from whether a section contains draft text.
Assign the work
Open a proposal section and inspect its Section workflow header. Authorized coordinators select Edit assignment to set Owner, Reviewer, Backup owner, Due and Priority, then select Save. Choose an active person for Reviewer before sending a section for review. A person who owns a section cannot approve that same section.
Follow the next step
The section header shows the Next step and offers the actions allowed for your role, assignment and current state. Use Accept and Start for assigned work, then Ready for review to send it to the person assigned to review. The person assigned to review then sees Start review, followed by Approve and Return, when each action is available. For everyone else, the header shows who needs to act. Use Reopen or Flag capacity when the facts change. Enter a Reason when the dialog requests one.
Review changes and history
Use History to inspect the handoff trail. If text changes after approval, the approval becomes out of date and needs another review. A workflow conflict means someone acted on the section after you loaded it; inspect the updated state before trying again.
Track outstanding work
Use My Work for your assignments and the Approvals page for proposal review requests. These views help locate work, while the underlying section or approval records the actual decision. Do not mark a response ready for submission solely because every section has some text.
