Purpose
This project aims to provide funds to the Center for Advanced Defense Studies (C4ADS). It seeks to further strengthen international capacity to identify, prevent and respond to attempts by North Korea to evade United Nations Security Council resolution sanctions. The project does so by improving the capabilities of C4ADS’ web-based platform of consolidated open-source information about North Korean sanctions evasion networks called Arion. Project activities include: (1) integrating Arion information into the information systems of key stakeholders; (2) developing new training content; (3) creating a Traditional Chinese-language version of Arion; (4) adding vessel ownership information to Arion; (5) adding information and analysis to Arion about illicit transfers between North Korea and Russia; and (6) promoting Arion at major international events.
