Purpose
The purpose of this contribution is to test the “Social Impact Bond” model, a first for Public Safety Canada, in order to ascertain its potential to improve the sustainability of crime prevention interventions beyond the five year funding available under the Crime Prevention Action Fund. This pay-for-performance model will be tested with the YMCAs of Quebec’s Alternative Suspension (AS) program, which has demonstrated positive results for at-risk youth in past program evaluations. The YMCAs of Quebec is a non-profit organization with a long history of supporting vulnerable communities in Quebec and Canada.
