Purpose

The number of internally displaced persons (IDPs) has reached over 59 million globally and doubled over the last ten years, with women, children and marginalized groups often facing the greatest impacts. Conflict, violence, and natural disasters are internal displacement’s largest drivers. A common thread across these crises is the significant number of IDPs in protracted situations and the lack of progress on self-sufficiency and durable solutions. This overstretched the humanitarian system’s capacity to support IDPs. This project contributes to Canada's support to the Norwegian Refugee Council (NRC) to support the Inter-Agency Standing Committee (IASC) Review on Internal Displacement. With GAC's support, this review, hosted by NRC, promotes a more effective, transparent, and accountable global humanitarian system in response to internal displacement. The IASC Review on Internal Displacement focuses on how humanitarian emergency responses address the needs of IDPs. The outcomes of this review ensure the specific needs and vulnerabilities of internally displaced populations future prominently in humanitarian responses at country and global discussions. Focus activities aim to enhance responses to internal displacement by addressing key line inquiry. Project activities include: (1) coordinating and programming on how they meet the needs of IDPs; (2) providing leadership and accountability (3) showing how humanitarian programming for IDPs is laying the groundwork for durable solutions; and (4) identifying risks and challenges for humanitarian work. The IDP review is also researching three enabling factors: (1) availability of humanitarian financing; (2) availability and reliable data and analysis on internal displacement; and (3) and humanitarian access.
